A friend son is 18. The son has prevously been on two courses

A friend son is 18. The son has prevously been on two courses since 16 which he has messed up. He has enrolled on another course which is for 2 year which takes him until he is 20. The csa says the farther is responsible to pay the csa until he is 20. This does not make sense as the farther dvorce settlement says his respondsiblity finishes at the child at 18.

This cannot be right.
