Hi, I parked my car on a double yellow and went to the bank quickly, as I got back to my car, a parking attendant was about to issue me a ticket. I explained to him that I only popped to the bank for a minute and he assured me that no PCN had been issued. A few weeks later I got a letter from Harrow council with a picture of the rear of my car and demanding payment for parking contravention. I wrote them back asking for the picture of the front of my car as I believe that the parking attendant was not able to take a picture of the front because I returned to the car. Harrow council refused to provide any pictures and also said that the 28 days of appeal had expired. For whatever reason the date on the letter they originally sent me and the date I received the letter were almost 2 weeks apart. I sent them another letter stating that no PCN was put on my car and I responded as soon as I received the letter. They then sent me another letter saying that as far as they are concerned the 28 days had expired and I could no longer appeal and I needed to make a statutory declaration on any 4 grounds which they didn't even bother to state. They now want me to pay £165 or they will register the debt in a county court.

I need advise on what I should do next. I would also like to know why they insist I make a statutory declaration and what the 4 grounds under which I can make this are.

I presume you have no positive defence that can be raised to parking on a double yellow? You accept doing it?
