My next door neighbour tape up my over flow pipe causing the water to come through my bedroom ceiling the next door neighbour has a lean to joined to my house my over flow runs down this and in to his yard this is why he tape the over flow what can I do

Because when it runs it runs in his back yard. He had a lean two which comes to my back bedroom window were the overflow is situated

Yes he has told me that it runs and I said I would get it seen to when my borther in law get home as he works in Scotland to which I haven't seen him in my neighbour back yard he has built a lean too up against the wall of my house he has not but any cutter on this lean to so the water would get to a drain with him taping it up causing it to come through my bedroom celling causing damge to my bed all the clothing and electric blanket

The water appears to run all over your neighbour’s yard and he has complained what you would do nothing about it because your brother-in-law is going to fix it but he is in Scotland.
