Our street has a carpark for street residence but one resident

Our street has a carpark for street residence but one resident is parking one of his vehicles over two spaces and refuses to stop. The car is left in this position for the last 8 weeks.
Have requested it to be moved but he refuses.
The land is owned by the council.
What can e done ?
