HI " In Rem" means literally against the thing. I.e. the proceedings are against the physical object - the vessel. Proceedings in rem are used to arrest a ship or aircraft and have the effect of binding the vessel. The other sort of proceedings are proceedings " in personam" which is an action against an individual.
The latter is what most people are familiar with .
