Modern Planning Legislation seemingly allows for a local authority to grant permission for a development without them having to adopt roads, sewers, amenity areas etc., on completion. The responsibility for the continuing maintenance of these items staying with the developer Who generally passes this on to a Property Management Company. -
Can you please tell me what the legislation is that allows L.A.s to grant permission on this basis ?

You are correct.

It is not that there is legislation that allows them to grant planning permission without adopting roads and sewers. It is the other way round

There is no legislation to make them adopt the roads or services.

It is therefore not possible to give you legislation of a negative nature.
