Thank you. This sounds worryingly like a scam. Western Union is completely unaccountable and is not designed for transacting business. It is designed for family and friends to be able to send money to each other. it is a favourite of scammers to ask you to send money because they can collect the money anonymously without any way to trace them. It is not clear to me what you are being promised in return for the money but it appears to be some form of dadting or intorduction service. Generally genuine businesses do not request money by Western Union - there is no guarantee that you will recover any monies you send and youare trusting them completely in their assurances by doing so,

You are right. They promised wEvaluation Process Certificate or Genuine Security ID Which is kind of key to dating. but it they promising send all money back.
This sounds like nonsense to me. You need no security clearance to date online nor date in the Philippines. You are free to go to the Philippines under the visa waiver programme and date whoever you wish and equally free to date online if you wish. These people would have no way to vet you for security anyway even if this was necessary. Only government agencies have any access to police and security information.
This sounds to me to be an advance fee fraud where they will ask you to send money for one reason or another (all of which is fictitious but may sound plausible). I note they are increasing the amounts requested. This is typical of scammers - starting small then escalating. They will likely keep asking you for fees until you refuse to send any more.
The police here have a dedicated fraud reporting service which you can report the potential fraud to for investigation. Unfortunately the money you have sent to date is likely to be very difficult to reclaim due to the nature of Western Union payments however you may wish to consider not sending any more.

You can contact you credit card provider to attempt a chargeback. The problem however is that if you paid WU using your credit card you will likely find WU will claim that they have carried out the service you paid for - to transfer the money to the third parties. However it is likely to be the only option other than the police. I hope you are successful in recovering something and at least will not send anything more.
