Hello, Im having problems with my neighbour having 1ft thick

Hello, I'm having problems with my neighbour having 1ft thick ivy and other plants chained/meshed to my French on his side. The whole fence has collapsed with the weight. We are having a new fence put up but the work men have said it is unlikely to withstand the weight. I have confronted the neighbour and he has said it originated from our side but all the roots are on his side and we even found garden centre tags attached to the roots on his side to show they are planted? What can I do you get him to remove the plants as is becoming unsafe.
