What documents are needed in order to keep animals in the shop for public viewing for potential buyers? What if pets are brought from abroad? Does it change a regulations? Can I open a shop in any borough of London? What about premises? Don't know where to start. Thank you in advance!

You need a pet shop licence from the local authority in the borough where you intend to open your pet shop.

You need to contact DEFRA for guidance on importing animals, there are different rules for importing animals from the EU and outside the EU. See below
