I have devised a shampoo for horses its taking 2 branded products mixing them and putting them in a new bottle can I do this legally? Is there anything else I need to do?

Yes, there is no restriction on what you are doing.

You should check with the Veterinary Medicines Directorate of DEFRA to see if your product constitutes a medidinal product and requires any clearance from them.

Does it have to be licensed? Sorry last one

No licence required as you are not passing your product off for the branded products.
