I have a bad customer not paying his invoices.
I have been giving this person a significant discount ever since I have been hosting his site.
He lies to me continuously regarding correspondences. I can no longer talk to him.
I sent a letter to him with next years invoice with no discount at all.
His argument is that he wishes to know why his discount is reduced every year.
Do I not reserve the right to reduce the discount at my business's discretion?

The short answer is No.

The long answer is "No, thank you".


Discounts are discretionary. It is up to you whether you discount your services or not. There is never any right to a discount.
My view in these cases is to give the customer a reasonable amount of time to pay say 14-days. If no payment is forthcoming then use the Money Claim Online service to sue for the full amount.
