I have a commercial tenant who I have to recharge the water bill to. He refuses to pay that part of the water bill which relates to wastewater. His lease says he has to pay for water usage only
Please may I have your observations.

I am afraid I would agree with your tenant, if the lease only says that he liable to pay for water usage, then he is quite right not to pay the wastewater element of the bill.

It seems that the lease has been drafted in detail as there should have been a provision for the tenant to pay for the water used and for the drainage of water and any effluent (liquid waste) produced by the tenant.
