Hi my boyfriend only has a old style paper driving licence has he hasent driven for many years and now wants to buy a car and he does not have a id plastic photo card licence and wondered if he would still be able to drive and buy a car with his old paper driving licence

You do not need to be exchanged your paper licence for a photo card unless certain circumstances apply. Those are that you have changed your address, your licence is choose to for you change your name.

Clearly the game of the DVLA is to create a situation in the long run where everybody is on a photocard licence but the law does not at the moments require you to exchange your paper licence otherwise than in those circumstances.
