If someone created a work in 2009 and gave a few people rights

If someone created a work in 2009 and gave a few people rights to create derivative works from it which are almost completely different, if someone unrelated to the original work steps in years later and buys the original 2009 work, does he get rights to the derivatives?

Hello, yes, but rights to the original work were given to the creators of the derivative works long before the original was sold, and it was sold without knowledge of the derivative creators.
