Parental Responsibility is what all mother's have at birth and fathers have if they are married to the mother or are named on the birth certificate of a child born after December 2003.
Having Parental Responsibility entitles a parent to be consulted on all major issues in the child's life even if the child does not live with them
These include
changing schools
Going on holidays with others/other organisations etc
Serious medical issues
Changing surname
