I left my house to go to work and a police office on his own

I left my house to go to work and a police office on his own came up my drive and asked if my partner was there. I said no and he started to take a photo on his phone of my partners vehicle parked in our front garden which is surrounded by bushes. When I asked if he was allowed to do this without our permission he said Yes. He left and I left for work. My neighbour advised me that she later saw a police officer taking photo's all round the vehicle in our garden. Is he allowed to do this on our property when we are not there
