Paid £700 up front for warrant for conservatory. Warrant was not applied for. When measured out it was too small. When I asked for measurements to try and work out if there was any other way we could try and compromise. Eventually we received a drawing with the measurements of the conservatory we said was too small. When we told sales agent we weren't going ahead because of size he said he would organise £700 to be returned to us.

It seems from what you say that the conservatory company did not provide what you asked for not did they submit the application for a Building Warrant. There is no reason why they should not be refunding your £700.
That being the case you write to them giving them seven days to do so and if they don't you go to the small claim court.
