In Scotland does my neighbour have to respond to a letter from my solicitor. We have an access problem that the police say must be resolved by solicitors. Very difficult when my neighbour refuses to answer any correspondence, other than swearing at myself outside my cottage door.

There is no law in Scotland that says someone has to respond to a solicitor's letter. Such a letter is just that, it has no force of law behind it. However, if they don't respond your next course of action would be litigation either in the Sheriff Court, or, as your narrative refers to access rights, possibly the Lands Tribunal.
