Thank you for your question. My name is ***** ***** I will try to help with this.
Do you mean he painted it himself?

Is there any reason you think it doesn't comply?
Customer: replied 3 years ago.

he is disabled but only stays at the address for three nights a week, and everyone else has no where to park,i would just like information on weather i could still park in this without getting into trouble

If this is a proper disabled bay designated by the Council and properly signed then parking there could lead to a ticket.
Whether this particular neighbour is deserving or not, if the Council have designated this location as a disabled bay then you cannot park there unless you are disabled without risking a fine.
The issue is not whether this is a good idea. The issue is whether or not it is lawful. If it is in the traffic management order and is properly signed at the location then it is enforceable.
If it is not proper use of the exemptions then you can complain to your local councillor.
Sorry if that is bad news.
Can I clarify anything for you?
Customer: replied 3 years ago.

There is no signs up telling me that i carnt park there.

No but if there are markings on the ground which say disabled bay that is adequate.
