If it is Southern Ireland then there is a mutual recognition of disqualifications between the UK and Eire. That came into effect in July 2010.
Therefore, if you are banned in Southern Ireland then you cannot drive in the Uk at all by reason of that ban whatever your entitlements otherwise.
You will get an English licence when your ban ends but the ban must be served I'm afraid.
