Is a company allowed to refuse a return of a brand new product in its original packaging if it was purchased over 7 days ago? I ordered and payed for the product on 5th Feb 15.

If this is an online order the Consumer Contracts Regulations applies. The regulations say that your right to cancel an order starts the moment you place your order and doesn't end until 14 days from the day you receive your goods.
As this 14 day period is the time you have to decide whether to cancel, the seller can’t say that you must have returned the goods within this time frame.
Some perishable goods, personalised goods and CDs and DVDs and software where the seal is broken are excluded from the scope of the Regulations.
