I moved to a new address and, not knowing the local waste disposal site, I used sat nav direction. As I turned left I realized that it was a bus lane and turned around immediately. Later I received a ticket which I paid straight away and a couple of weeks later another one, stating same date and time. This second charge I have disputed with the council parking enforcement centre but to no avail. Do I have a right to refuse payment of second charge or not
