Can I cancel a holiday booked less than 7 days ago (29th April) without paying a cancellation charge under the Distance Selling Regulations. Travel agent wants me to pay £35 per person. (There's 2 of us).

I am sorry but the DSR specifically excludes leisure products like holidays.
Even under the DSR you do still usually have to pay an admin or postage charge.
You may still be entitled to cancel under the contract and also even if you cancel unlawfully they would still have an obligation to mitigate their loss by selling to another. However, you would be liable for an admin charge.
