we run a livery yard and have asked a person to leave as they owe us money they have left and not paid can I pursue this through small claims

That is within the small claims court arena then.
It is a good idea to send them a letter before action before you sue giving them 14 days to pay and making clear that in default you will sue. It might be ignored. It might not. It will protect you from a costs application though if this goes to court.
In principle though, you could sue immediately.
