My neighbour has attached a row of 4" metal spikes on top of his fence which he erected to replace the boundaries is less than 2m but I am concerned for my cats , and wildlife wellbeing. Is it legal for him to attach the spikes ?

Not metal spikes, no, and the SSPCA will prosecute anyone who causes harm to animals by doing this. There are plenty of plastic and bespoke products on the market to deter cat nuisance. If he doesn't remove the metal spikes, call in the council and your local SSPCA officer.
