My neighbour keeps cutting his lawn and hedges and putting the waste either in or just me t to my paddocks so my horses can reach it, this is clearly deliberate as he comes from his garden through his field, through another neighbours property albeit unused land and up to my boundary so he goes significantly out of his way... These cutting could cause many issues to my horses health including death for a variety of reasons I won't bore you with. I have spoken to him and want to confirm in writing what he's doing and why it's an issue and that it needs to stop, I want to say that I will take action if it doesn't which I would have to do tnprotect my animals but don't want to make a threat that isn't enforceable. My question is can I do anything about this legally or civally, can I get a court order for example that stops him coming near our boundary?

Alex I stated above it can cause harm or death. See the following.
Grass ferments from the moment it's cut so it's already rotting before its consumed unlike hay that's dried and that causes gut issues / colic
If you fertilise or weed kill your lawn those chemicals have just gone into my horses and ponies unlike my clean untreated pasture grass
If you use any pest controls for slugs, snails etc on plant borders could it have contaminated the grass - this could cause poisoning
Cut grass does not require them to chew the grass and so the enzymes required to break it down are not released and is causes colic
Petrol and chemicals from your mower leach onto the grass can also cause gut issues
The ease and speed which they are able to consume this kind of grass is not normal and it's a shock to the gut and again causes colic
It takes them out of a feeding routine ( mine not yours)
It encourages them to reach over electric fencing where they are get shocked
It causes them to fight over the grass therefore potentially injuring each other
None of this covers the potentially toxic hedge cuttings you have also thrown in to be consumed and the potential ramifications of those.

You need to get a Solicitor to write and ask him to stop. If he refuses then you can seek an injunction. You would need to complete forms N1:
And N16a
The Court would list the matter for a hearing and decide whether to grant an injunction. If the Court does and he breaks it, this is contempt of Court which he can be warned, fined or sent to prison.
