Is applying for refugee status, for a syrian, in Jersey qualifies as in mainland uk ?
Or does he need to be in Britain to apply and qualify for refugee ?

Jersey does not have its own procedures for asylum seekers, but is a signatory to the relevant conventions and protocols.
