I posted two letters to my tenant containing section 21

I posted two letters to my tenant containing section 21 notices in August. I sent two to avoid risk of one being lost in the post. One was sent first class, the other first class with confirmation of postage.
The tenant claims not to have received them.
The tenancy states that a notice shall be considered delivered two working days after being sent first class. There is no mention of requirements for being delivered.
Please can you confirm if the documents are legally valid or if I will have to issue new documents.
