Hi , This concerns a AGM after which some of the members held an Informal meeting I stress Informal , at that meeting formal decisions were taken unknown to other members
can formal decisions be taken at an informal meeting ?

Decisions can only be taken if the members have the power to take the decisions. You don't say what the decisions are. If they are decisions that have to be taken at an AGM, such as the appointment of office bearers or auditors, for example, then they have no standing. If they are day to day decisions that do not have to be taken in general meeting then they are able to do that.
