I sent an item via eBay which never got paid
Then the Nigeria police got in touch and told me that it was a fraud and the person has been jailed
My compensation is in a dormant bank account of which they say I have to pay to get my money

You are being scammed.
This is nonsense. If there is money awaiting you then you don't pay to get it recovered.
Tell them that they can deduct any money due from your payout and on no account give them your bank details.
This has all the hall marks of the usual scams.

Well, there are no magic wands I'm afraid.
You can make a report to the police but is very unlikely that you will actually recover either the money or the item as it is outside of the jurisdiction. The only really valid question now is whether or not you spends more money upon these scammers.
