I supposedly committed a motorway speeding offence (57 in a 50 zone) on 27 April being caught on 'averaging' speed cameras, I did not receive any notification of this offence until nearly 5 months later in September, because of this excessive delay I did not pay the £100 offer and returned the form late so the case went to magistrates court, as a result last week I received a bill of £355 including court costs now some 7 months after the original offence.
Have I got grounds for refusing to pay this fine due to the very excessive time delays involved?
I thought they had to issue notification of an offence within 14 days
