Although you can only be paying into one occupational pension at one time - you can have as many personal pensions as you would like.

In personal pensions does government contribute or is it solely my personal contribution

You don't get a contribution per se - but your pension provider will claim tax relief for you at 20%. This is known as relief at source and is added to your pension pot.
You have to make sure that your tax relief isn't more than 100% of your average earnings. If it is HMRC could ask you to pay the extra back.
