I inherited some money when my aunt died in a nuring home. The home didn't tell me of the inheritance until over 4 years after the death.Is this a crime?

It is not a crime but it may be negligence. However the maximum claim you would have would be for any lost interest on the money you should have had at an earlier stage. I would perhaps pursue this in the context of your general complaint. In isolation it is not major unless there was a lot of money involved.
