I have made a purchase on Ebay for a TV, the guy i brought it from didnt send the TV and has said that paypal wouldnt give hime the money , so he cannot send the tv
I complained through ebay, but because i put the wrong decription they said i have to go through paypal
it seems paypal are impossible to contact through the phone
my question is who can i persue for my money back
