Is the content of this letter correct which i have received for solicitor handling my late uncles inheretence?

Dear Sir
Thank you for your email with the signed Power of Attorney which I acknowledge. This is to inform that your inheritance cannot be processed if you do not meet basic inheritance laws required under the Chinese constitution.
Please note that our professional fees which is $25,000.00 is payable after you have received your inheritance funds in your nominated account. We cannot add the $21,245 to our professional fees.
The $21,245.00 is what you have to pay now for your inheritance to be processed. Please note that no monies can be withdraw from Late Albert Low account for any kind of payment, (this is prohibited under the Chinese Law). Late Albert Low funds are in a bonded account, which means that no funds can be transferred from the account unless the funds are going to the beneficiary account. And before your inheritance can be transferred to your account you must meet the government basic requirement which I have already explained to you, (please refer to the bill of cost).
Hence you must defray the itemized Bill of Cost to enable my firm perfect your brief i.e., we must register your power of attorney at the High Court, we must pay a Stamp duty in your name, we must pay a non appearance fee and all other sundries before your brief can be perfected.
I will strongly recommend that you expedite action and defray the Bill of Cost totalling $21, 245.00, if I am to proceed with the singing/endorsement which is scheduled to take place on Friday April 08 2016.
