Customer Question

If a business partner I bring in to my concept through development drops out of a new business in the start up phase and simply says it is for personal reasons and will not communicate further. However then sets up a new company name straight away to pursue the business template I created on his own, do I have any legal stance? All paper work for business plan was created by me but I presume he has simply copied it.
