I got stopped by an officer on 17/5/16 it was cordial

I got stopped by an officer on 17/5/16 it was cordial conversation but he said he was going to issue speeding ticket. I heard nothing until today 30/6/16 (dated 24/6/16) when I got a letter saying it is a reminder of the conditional offer, which I have never had. Given the dates of being informed am I still obliged to answer the a allegation?

I read that the ticket must be issued with two weeks

No, I'm afraid not.

The two week deadline relates to the issue of a NIP which doesn't apply here because the NIP was delivered verbally at scene.

The FPN can be issued at any time.

The only other deadline is that they must lay an information before the Court within 6 months of the offence if they wish to prosecute but clearly they are in time here.
