My 95 year old grandmother was giving my 3 children some

My 95 year old grandmother was giving my 3 children some money on a regular basis up until she had an accident in April. She fractured her hip and had to have it removed and now cannot walk and has been placed in a care home. The council are doing a financial review, can she be penalised for giving away her money?

How old are you children and what income and capital does your grandmother have?

l am 51, when it started they were 13, 11 and 9. They are now 18, 16 and 14.
My grandmother's income is the state pension £119.30, pension credit £36.30 and savings credit of £2.50. She has savings of £5800 and £5700 in the post office account where she has her pension paid. I have been keeping some of the money in their ISA''s, some in mine and spent some on things for them.

Her intension is the money is used for university fees, school fees, saving for deposit on first house and buying first car.

She was having her rent and council tax paid and was only living in a one bedroom flat in sheltered accommodation. She never went out.
