Strictly speaking - not traffic - but relating a Fixed

Customer Question

Strictly speaking - not traffic - but relating a Fixed Penalty Notice.
I parked in a council site with a sign clearly stating "FREE - Up to 2 hours"
It was only when I returned to the car to find a Penalty Notice that I was informed I should have taken a 'free' ticket from the machine
I have appealed and it has been refused. I appealed again with photographic evidence - as the tariff sign does not clearly state I have to read additional notices indicating the ticket requirement.
I have again been refused and the charge has been doubled.
I do not deny I was parking in the space for no more than 20 mins and would pay the initial fee if necessary but there is no negotiation on this. What happens if I fail to pay any amount?- What can I do? - Who should I involve?
