It doesn't really matter what you do.
A PIN cannot be refused. It is no more than a notification by the police that further contact will be considered harassment by them.
The victim probably did not get a PIN at this stage although it is possible that they did. It depends on the nature of the report.
I know the police are antagonistic sometimes but it doesn't change the state of the law.
