I was caught speeding on 05/09/2016 by mobile camera. However the NIP is dated 23/09/2016. Is it still legal?

Are you the registered keeper?

Customer: replied 1 year ago.
No It is a company car from a leasing company

Is this the first NIP?

I presume the first was to the leasing company?

Customer: replied 1 year ago.
It would have been, but I have no knowlege of that.

In that case they are in time.

They only have to send a NIP out within 14 days to the registered keeper. When it reaches the actual driver is a non issue as long as the matter is summonsed within 6 months.

They will have sent it out to the leasing company who will have identified you. That must have been in time looking at the dates.

I'm very sorry but that is the reality I'm afraid.

Can I clarify anything for you?

O.K. No problem, I just wanted to make sure that I was still liable.
