My car was parked outside my neighbours gates allowing enough room for access to all parts of the property except their front gate. The area inside their front gates contains huge tubs of plants which are basically immovable. These gates have not been required or used for vehicle access for a number of years. The neighbour lied to the PCSO who responded to her complaint and consequently I was issued an Obstruction Notice. I took photographs of the position of my car and of the plant tubs and do not consider I was causing any obstruction.

Sorry if I am missing the point but you seem to accept blocking the gates?

I realise that they might not have used the gates for access but that isn't the test.
