I have a problem with my neighbour in that she has two CCTV

Hello, I have a problem with my neighbour in that she has two CCTV cameras pointing directly into my property. I can stand immediately outside my front door at look directly at one of them. I know she has the ability to record my movements around my property but can't prove it of course. I have contacted the local Police but they say that they have now powers to intervene in this issue. There is no justification for my neighbours behaviour. Earlier in the year she erected 5 strong spotlights which shone into my windows all night. I asked her to remove these lights but she of course refused. However with the help of the Local Authority these were eventually removed. This is very frustrating and I don't know how to proceed now to resolve this issue. The Police say that this is a Civil matter.
