I have got an enforcement letter regarding a council tax

I have got an enforcement letter regarding a council tax which I believe am not liable. Bromley council are aware of that especially as I have appealed against their decision. I was and still unemployed since 2015 and a sole carer of my 13 year old daughter with no support from Bromley council. What do I do

Cos I moved into Bromley in 2015 with my 10 year old daughter at that time because of abuse pepetrated by her mum. We were living in Croydon by then both Croydon and Bromley social services were aware by then. I lost my job due to depression by both myself and daughter and was claiming job seekers and still claiming universal credit. I was very destitute to even afford to pay my rent let alone council tax....I have moved back into Croydon and cRoydon are supporting me with my council tax.
