I have received a notice for the speeding 36 in a 30. The police camera van was parked on the pavement and that seems unlawful as it created an obstruction. Is therefore the evidence obtained by the camera inadmissible as it was obtained from a vehicle that was obstructing the public highway and therefore committing an offence?

Actually it doesn't matter.

The evidence is very definitely admissible. They are perfectly entitled to do this.

Quite apart from anything else, this does not create an unlawful obstruction of the highway.

Even if it did, that would not render the findings inadmissible.

If you were speeding then take the fixed penalty. This is just not a defence.
