does a landlord in the Uk have to obtain new references for an existing tenant who just wants to move to another property that the landlords own?

No. Although in law it is technically a matter for the landlord, but the purpose of a reference is for a landlord to understand who he is taking on; if he already knows them because they are an existing tenant there is not a lot of point. Happy to discuss and please rate positive.
