It won't affect your credit score or settlement application. This is just a non recordable speeding offence.
I'm not sure why they have summonsed you. I suppose they are saying they sent a conditional fixed penalty out and didn't get a response.
But you would only get 3 points and a fine at court anyway.
You can mitigate on the basis that you didn't receive the fixed penalty offer. some magistrates will give you 3 points, a fine of £85 and £15 victim surcharge so you would be dealt with as though you had the fixed penalty anyway. but not all.

Yes, you can. There is space to mitigate on the forms.
you will have to declare it to your next insurers but one instance of speeding doesn't usually increase the premium.
