L have been issued with a Dart Charge Penalty Charge Notice

l have been issued with a Dart Charge Penalty Charge Notice which took place on the19/08/2019 which was sent to my old address ( l did tell the DVLA this ) l would have paid the £115.50 fine if l was sent the fine to my new address. Howevere l amnow being asked for £190.50 have l got to pay this.

Customer: l was sent this penalty charge notice by post today, l have not consulted a localattomey
