The problem with this is that you would firstly need to prove that he had done that and the fact that he has admitted it to you is not adequate evidence

Secondly, it is an offence under the communications act and also the interceptions legislation. However, that mostly regulates the behaviour of investigators.

Bugging of phones is quite hard to do and usually needs a physical device. It is not very likely that he has done this.
