I am not sure why it is the police recommended a non molestation order, as that is used when you are in a relationship with someone and the relationship ha broken down and they are, among other things, threatening or harassing you. What you have described is not something that you would apply for a non molestation order for.
Based on what you have described is happening, you would need to apply for a restraining order. Under the Protection from Harassment Act , it is an offence for a person to act in a manner that will cause you harassment or make you fearful of violence being done towards you. If you think you’re being harassed, you should report it to the police who may be able to take action against the person responsible and ultimately get you the restraining order. I am not sure therefore why they have not been willing to assist. I am not sure if it is that they may be currently overwhelmed with the current pandemic. I recommend that you go back to the police and advise them that you are making a complaint pursuant to the Protection of Harassment Act, outline too that this is not someone with whom you have had a relationship.
